LORD REDESDALE

said, that when this Bill was introduced he expressed an opinion that its provisions ought to be extended so as to enable the various local authorities to provide for the purchase and erection of gas and waterworks. In many cases the local authorities were anxious to buy up or erect gas and waterworks; and it was desirable that this measure should contain provisions for the purposes of facilitating their action in that direction. He was, however, sorry to find that it was impossible to introduce such provisions into the present measure; but he hoped that the matter would not escape the attention of the noble Earl opposite when the proper opportunity arrived for dealing with the matter.

THE EARL OF KIMBERLEY

fully concurred in the observations of the noble Lord, and regretted that such Amendments as he referred to could not be introduced into the measure.
