LORD KINNAIRD moved, That the Report of the Commissioners appointed to inquire into the condition of all Mines in Great Britain, to which the provisions of the Act 23 & 24 Vic, c. 151, do not apply, with reference to the health and safety of persons employed in such Mines, be reprinted without the evidence. He had hoped that the Government would have introduced some legislation founded on the Report of the Commissioners, but as they had not done so—he presumed owing to pressure of other business—and as there was a strong case for legislation, he proposed to introduce a measure himself; and he desired that their Lordships should be possessed of the information necessary before his Bill came to a second reading.
