Order of the Day for the Second Reading, read.

THE LORD CHANCELLOR

, in moving that the Bill be now read the second time, said, that its object was to enable effect to be given to conventions with foreign countries relating to the surrender of criminals, other than political offenders, by Order in Council, without the necessity of an Act of Parliament being passed authorizing them to be put in force. Under the terms of the Bill the conventions would have to be laid before Parliament for a certain time before they could be enforced.

Motion agreed to: Bill read 2a accordingly, and committed to a Committee of the Whole House To-morrow.
