§ LORD CAIRNSI beg to give notice that on Thursday next, before the Orders of the Day, I shall ask Her Majesty's Government whether a letter, which has appeared in the public journals of today, bearing the signature of the right hon. Gentleman the President of the Board of Trade, is a genuine letter, and whether Her Majesty's Government are prepared to endorse the sentiments contained in it?
