HL Deb 28 March 1867 vol 186 c703
THE EARL OF SHAFTESBURY,

after presenting petitions in favour of the Bill, said: My Lords, I was not in the House the other evening when the most rev. Primate announced that the Bishops had abandoned their Bill on this subject because Her Majesty's Government contemplated the issue of a Royal Commission to inquire into certain ritualistic practices. I now wish to state that, notwithstanding that announcement, and with all respect for the right rev. Bench, I shall persist in the Bill which I had the honour to lay upon your Lordships' table.
