Order of the Day for the Second Reading read.

THE EARL OF DEVON

, in moving that the Bill be now read the second time, said, that through the pressure of public business in the other House, it had become necessary to omit several important clauses; but he hoped to re-introduce them next Session. The Bill contained a variety of provisions to improve the working of the Poor Law, and one important clause provided, in conformity with the recommendation of a Committee of the other House, that instead of the Poor Law Board being renewed from time to time it should be made permanent.

THE EARL OF KIMBERLEY

said, he quite agreed with this Amendment of the law. It was exceedingly desirable that a permanent character should be given to the Poor Law Board; and, indeed, it was a matter for regret that that had not been done some years ago.

Motion agreed to: Bill read 2a accordingly, and committed to a Committee of the Whole House on Tuesday next.
