Moved, To omit Clause 4.

THE EARL OF DONOUGHMORE

moved the rejection of the 4th clause on the ground that the same provision had been fully discussed in Parliament two years ago, and rejected, and that practically the levying of vestry cess in Ireland for any purpose whatsoever was now restricted to certain parishes in the City of Dublin, and one or two others. Under those circumstances, it was proposed by the clause to throw an additional burden upon the whole of Ireland, by enabling the Boards of Guardians to levy a taxation for which there was no necessity, inasmuch as he never knew an instance in which any poor person had been buried without a coffin— a contingency against which the clause seemed intended to provide.

THE EARL OF ST. GERMANS

said, that if the clause were omitted the corporation of Dublin would not unnaturally complain of having been unfairly treated, inasmuch as no compensation would be secured for those officers, whose places would be abolished under the Bill. The effect of the Amendment, if carried, indeed would probably render it inexpedient that the Bill should be proceeded with.

THE EARL OF CORK

said, the object of the Bill was to abolish vestries in Dublin, and to provide compensation for the officers. He objected to a clause, affecting the whole country, being introduced into a Bill of this nature.

THE EARL OF DESART

also opposed the clause. He thought it scarcely fair to subject all the ratepayers in Ireland to an unnecessary burden for the sake of compensating some sixty or seventy persons in Dublin.

THE EARL OF LEITRIM

suggested that as their Lordships had had but a small opportunity of discussing the Bill, which was very important to Ireland, its further consideration should be postponed till after Easter.
