THE EARL OF DONOUGHMORE

said, that the other night the President of the Council had stated that the Government had under their consideration the propriety of bringing in a Bill for the purpose of carrying out the recommendations of a Committee of last Session with respect to the Borrowing Powers of Railway Companies. He (the Earl of Donoughmore) had since taken the question into consideration, and he was disposed to think that those recommendations would be insufficient without a general register of such transactions. He desired to ask the noble Earl, What were the intentions of Her Majesty's Government in reference to the recommendations of the Commissioners?
