HL Deb 25 July 1864 vol 176 c2002

Order of the Day for the Second Reading read.

Moved, "That the Bill be now read 2a"—(The Lord Wodehouse.)

LORD REDESDALE

protested against the practice so frequently adopted with regard to Government Bills, of hurrying through important measures without allowing sufficient time for considering their provisions. The decision in the Queen's Bench that had rendered this Bill necessary was given on the 28th May, but this Bill was not introduced into the other House until after midnight on Monday last, the 18th July; it passed all its other stages after midnight; and was read a third time on Friday night; it was brought info their Lordships' House on Saturday, and was now to be read a second time tonight. The Poor Law Board ought to have brought the Bill in much earlier, so as to have allowed their Lordships more time for its consideration.

Motion agreed to: Bill read 2a accordingly, and committed to a Committee of the Whole House To-morrow.
