THE EARL OF SHAFTESBURY

said, that last Session he had called the attention of his noble Friend the Secretary for Foreign Affairs to the claims of Captain Whyte Melville on the Government of Peru. The noble Earl then informed him that they had been referred for arbitration to the Senate of Hamburg. He (the Earl of Shaftesbury) wished to know what progress the arbitration was making.

said that the last he had heard on the subject was at the end of December. It was then stated that the papers had been laid before the Senate of Hamburg, and had been referred to some very learned persons, who had not yet made their report.
