Order of the day for the House to be put into a Committee on the said Bill read.

THE DUKE OF ARGYLL

proposed that the Bill should be committed pro formâ, in order that the Amendments of which notice had been given should be printed.

LORD REDESDALE

thought the Bill, which consisted of 450 clauses, attempted a great deal too much, and would fail in its application to all the cases for which it was intended.
