moved to Resolve, That, inasmuch, as unless the Arrangements proposed in this Bill for obtaining the Assistance of the Bank of England in the Management of the Debts and Obligations of the Government of India are carried into effect serious Inconvenience may arise, the Circumstances which require Legislation on this Subject appear to this House to be of such real Urgency as to render the immediate Consideration of the same necessary.
