moved to resolve— That as regards the said Bill, inasmuch as the proposed Enactments therein relating to the Manufacture, Custody, and Conveyance of Gunpowder and other Combustibles are, in consequence of the Insufficiency of the existing Law and the increased Production of those Articles, necessary for the public Safety; the Circumstances which require Legislation on the Subject Matter of the said Bill are of such real Urgency as to render the immediate consideration of the same necessary.

Bill read 2a (according to Order) and committed to a Committee of the Whole House on Thursday next. House adjourned at a Quarter before Eight o'clock, till To-morrow, Half-past Ten o'clock.
