moved to resolve, That as regards the Superannuation Act (1859) Amendment Bill, inasmuch as in the Organization of certain Departments connected with the Establishment of the Secretary of State for India it may be necessary for the public Service to transfer to those Departments Persons holding Situations in the Civil Service of the United Kingdom, and as such Transfers cannot be made without Injustice to the Rights of the Parties thus transferred under the existing Superannuation Act, the Circumstances which require Legislation on the Subject Matter of the said Bill are of such real Urgency as to render the immediate Consideration of the same necessary.
