§ LORD COLCHESTERexpressed his approval of the alterations which had been made in the Bill by the Select Committee. He thought the measure would be highly beneficial to the service. He was glad to see that the constitution of courts martial had been improved, that the scale of punishments had been more accurately defined, and that the provisions of the measure generally had been brought more in accordance with the spirit of the times.
