I wish to ask the noble Earl the President of the India Board a question which, though somewhat irregular, I hope he will be able to answer. It has come to my knowledge that, in "another place," the right hon. Gentleman the leader of the Government in that House has stated, in reply to a question, that Lord Canning's Proclamation, which appeared in some of the journals of this morning, has been disapproved of in toto by Her Majesty's Government. I shall be glad to know whether this answer was given after communication with the noble Earl, and with his sanction?

Of what has occurred in "another place" I know nothing. No communication has taken place between me and the right hon. Gentleman, or the other Members of the Government, as to the answer which has been given on this subject, or as to the terms of the answer. The right hon. Gentleman, I conclude, gave the answer after having read the letter which was written with respect to the Proclamation alluded to by the noble Earl.
