Message from THE QUEEN, delivered by the LORD PRESIDENT and read by the LORD CHANCELLOR, as follows:—

"HER MAJESTY being desirous of conferring a signal Mark of Her Favour and Approbation on Major General Sir William Fenwick Williams, K.C.B., for the eminent and distinguished Services rendered by him as Her Majesty's Commissioner at the Head Quarters of the Turkish Army in Asia, and particularly in the gallant Defence of Kars, recommends to the House of Lords to concur in enabling Her Majesty to make Provision for securing to Sir William Fenwick Williams a Pension for £1,000 per Annum for the term of his natural Life."

I beg to give notice that to-morrow I shall ask the House to take into consideration the Message which Her Majesty has been graciously pleased to send to us. I may also take this opportunity of stating, that Her Majesty has been graciously pleased to announce Her intention of conferring upon General Williams the dignity of a Baronet under the style and title of Sir William Fenwick Williams of Kars.
