THE LORD CHANCELLOR

said, a Petition had some years ago been presented by Sir James Carnegie, claiming the Earldom of Southesk, which Petition had been referred to the Committee of Privileges, and the claim was dismissed on the ground of attainder. Her Majesty, however, had now been pleased to signify Her assent to a reversal of the attainder, and he had now to move that a Bill to that effect be read a first time.
