moved— That as regards the Mayo County Advances Bill, as the Provisions of the said Bill relate sole- ly to Money Arrangements between the Exchequer and the County of Mayo, it partakes of the Character of a Bill of Aid or Supply, as it secures the Payment of money due to the Exchequer now in dispute; and inasmuch as the passing of the same will prevent Litigation, and the Settlement therein provided was not agreed upon till lately, whereby the Introduction of the Bill into the House of Commons was delayed to the 1st of August, it is reasonable that the same be allowed to be read a Second Time this Day, if the House shall think fit so to order.

LORD REDESDALE

should not object to the adoption of this Resolution, but felt bound to declare his belief that adherence to the Resolutions of May last against considering Bills sent up after the 25th of July, would produce the most beneficial effects in the acceleration of the public business.

THE EARL OP ABERDEEN

must express his hope that the Resolution of May last would not be too strictly and rigidly applied, as otherwise there was not much likelihood of its being maintained.
