§ On the motion of the Lord Chancellor, the English Municipal Act Amendment Bill was read a third time. The noble and learned Lord then proposed an amendment to Clause 12, which he said was rendered necessary in consequence of the House having adopted the motion of a noble and learned Lord (Wynford) a few nights ago. He therefore proposed, that in boroughs which were divided into wards, such person in each ward who should be rated to the greatest amount should preside at the elections; and in case of two individuals being rated to the highest amount, that then the individual who might be rated next in amount should be selected.
