§ The Duke of Richmondsaid, he was not aware that such was the intention of his Majesty's Ministers; but that when the Returns which he moved for last Session should be laid on the Table, he should move for a Special Committee to examine them, as it would be found that the debts on the turnpike roads of England and Wales, amounted to more than 8,000,000l., and that their present expenditure far exceeded their receipts.
