presented a Petition from Worcestershire, in favour of Parliamentary Reform, signed by a great majority of the inhabitants. He acknowledged that he did not concur in the prayer of the petitioners, being very well content with the old system; but if any change were to be made, he thought that the admission of Birmingham and other large towns to the benefits of the elective franchise would be the best.
