brought in a Bill for the better regulation of the Poor Laws in Scotland. The noble Lord said, as some misunderstanding-existed with respect to the object of this Bill, he wished to state, that there was nothing whatever in it subversive of the fundamental principle of the Scotch system of Poor-laws. He had brought in a bill on the subject last Session, but had since remodelled the whole; and introduced a variety of improvements.
