§ Report from the Special Orders Committee, That they have examined the Special Order as required by the Standing Orders of the House; that they have considered modifications and an addition proposed by the Board of Trade and recommend their adoption to the House; that a Petition against the Order has been presented by the Leatherhead Urban District Council; and that, having considered the points referred to in paragraph (6) of Standing Order No. 212, they are of opinion that there ought not to be a further inquiry by a Select Committee:
