Report from the Special Orders Committee, That they have examined the Regulations as required by the Standing Orders of the House; that the Lord Ponsonby of Shulbrede, Parliamentary Secretary to the Ministry of Transport, attended the Committee; that in their opinion the provisions of the Regulations raise questions of principle, but not questions of considerable importance; that the provisions of the said Regulations are not founded on precedent; that in their opinion the Regulations can be passed by the House without special attention, and that no further inquiry is necessary before the House proceeds to a decision upon the Resolution approving the said Regulations: Read, and ordered to lie on the Table.
