§ The Deputy Chairman of Committees (Lord Ampthill)Before the Minister moves the first order to be considered, it may be helpful for me to say a word about the procedure for today's Grand Committee. Our proceedings are essentially the same as those in the House. Noble Lords will speak standing. All noble Lords are free to attend and participate and the proceedings will be reported in Hansard.
As there is more than one item of business today, each item will be called on by the Clerk. So far as concerns the regulations and order which are to be debated today, I should perhaps make it clear to noble Lords that this Committee is charged only to consider these items, not to approve or not approve them. The Motions to approve will in due course be moved in the Chamber in the usual way.
If there is a Division in the Chamber while we are sitting, this Committee will adjourn as soon as the Division bells are rung and resume after 10 minutes.
