1 (1) The appropriate national authority may issue guidance to any local authority undertaking civil enforcement powers under Part 6 of this Act or the London Local Authorities and Transport for London Act 2003 (c. iii) about any matter relating to the exercise by it of any power to impose civil penalties for road traffic contraventions.

(2) In exercising their powers of civil enforcement of traffic contraventions a local authority shall have regard to guidance under this section."

The noble Viscount said: The Government have introduced Amendment No. 124, which deals with the issues in Amendment No. 118. I have a considerable speech to make—my rant on behalf of the British motorist and his great fight-back. However, bearing in mind the time, it is best that I leave my speech for when we deal with the government amendments.
