DISTRIBUTION OF LITERATURE IN SCHOOLS INCITING

RACIAL HATRED

'After subsection (1) of section 235 of the Local Government Act 1972 the following subsection shall be inserted:— (1A) Without prejudice to the generality of the foregoing subsection, a council of a local authority shall have the power to make byelaws making it a criminal offence to distribute any literature within a school which may tend to incite to racial hatred.".'.—[Mr. Lawrence.]
