HC Deb 12 December 1961 vol 651 cc354-7

Question put, That the Proceedings on the Commonwealth Immigrants Bill be exempted, at this day's Sitting, from the provisions of Standing Order No. 1 (Sittings of the House).—[Mr. R. A. Butler.]

The House proceeded to a Division.

Mr. Lipton (seated and covered)

On a point of order. I want to draw attention to this fact, which I think cannot he controverted. According to the Order Paper, the Motion to suspend the rule had to be taken at ten o'clock. It is quite clear to quite a number of us who were watching the time very carefully that when ten o'clock came that Motion was not, in fact, put. In these circumstances, I beg respectfully to suggest that the time had passed when such a Motion could be put, because it should have been put at ten o'clock and not at one minute past ten o'clock. If the Government spokesman missed the boat, that is not the fault of the Opposition.

Mr. Deputy-Speaker (Major Sir William Anstruther-Gray)

There is no question of the Government spokesman missing the boat. The onus is on the Chairman to vacate the Chair of the Committee and proceed to the Chair of the House at ten o'clock. I believe that I did so.

Hon. Members

Hear, hear.
