Order read for resuming adjourned debate on Amendment to Question [14th December]: That this House approves the general policy of Her Majesty's Government on Television Development (Command Paper No. 9005)."—[Mr. Gammans.] Which Amendment was, to leave out from "House," to the end of the Question, and to add instead thereof: whilst recognising the desirability of an alternative television programme, regards the general policy of Her Majesty's Government on commercial television, set out in Command Paper No. 9005, as being contrary to the public interest."—[Mr. H. Morrison.] Question again proposed, "That the words proposed to be left out stand part of the Question."

The Parliamentary Secretary to the Treasury (Mr. P. G. T. Buchan-Hepburn) rose in his place, and claimed to move, "That the Question be now put."

(seated and covered): On a point of order. I was on my feet at least simultaneously with and not after the Government Chief Whip. I only wanted permission to ask the Home Secretary whether he would be willing to conclude his observations on the proposed

conference which he had started yesterday, but not concluded. I thought that in the public interest it ought to be done very shortly and that I might make a short rejoinder. I submit.Sir, that it is a little unjust that I should not be able to raise that point.

Mr. Speaker

When the Closure is moved I am bound to put the Question forthwith. I cannot listen to a point of order between the Motion being moved and my putting it. It is in my discretion to reject the Motion if I think the rights of the minority have been infringed, but after two days' debate I can hardly hold that.

Mr. Morrison (seated and covered): Further to that point of order. I agree that you are not bound to take notice of it. Sir, but I informed you earlier that I wanted to say a few words in the hope that the Home Secretary would conclude his observations, otherwise the House is voting without knowing quite what the issue is. It is entirely in your discretion, as youhave said, but I submit that it would not have been wrong if I had been able to do that and if the Home Secretary had been able to speak very shortly.

Icould not allow any debate. I am forbidden by the Standing Order to allow any debate when the Closure is moved. In this case, I could not reject the Motion. Apart from that, I had to put the Question at once.
