May I ask the Prime Minister what will be the business for next week?

The Prime Minister

Monday, 2nd Allotted Supply Day: Report stage of the Civil Vote on Account—Debate on Unemployment and Economic Conditions.

Tuesday: Motion to move Mr. Speaker out of the Chair on going into Committee of Supply on the Air Estimates, and Committee stage of Votes A, I, 4 and 3 of 1938, and Air Supplementary Estimate, 1937.

Wednesday: Debate on the report of the Committee of Inquiry into Civil Aviation.

Thursday: Motion to move Mr. Speaker out of the Chair on going into Committee of Supply on the Navy Estimates, and Committee stage of Votes A, 1, 2, 4, 10,:1:3, 14, 15 of 1938, and Navy Supplementary, 1937.

The Government business to be taken on Friday will be announced later.

During the week, as opportunity offers, other business will be taken.

Can the right hon. Gentleman state the date on which the Chancellor of the Exchequer will open the Budget, and also when the Unemployment Insurance Orders will be taken?

The Prime Minister

The Chancellor of the Exchequer will open his Budget on Tuesday, 26th April. I am not in a position to answer the right hon. Gentleman's second question.

I hope that the Unemployment Insurance Orders will not be taken at an unsually late hour. For what purpose is the Eleven o'Clock Rule being suspended to-night?

The Prime Minister

It is customary to suspend the Rule on Estimates Day. Apart from the Votes we are taking, we also propose to take the Government of India and Government of Burma Orders, which are exempted business and were debated on 24th February.

In the event of the Committee stage of Vote A for each of the three Defence Services being taken more or less formally, can facilities be afforded—

On a point of Order. Before the right hon. Gentleman asks his question, may I put a question on the business for next week? Can the Prime Minister say on what Motion the Debate on the report of the Committee on Civil Aviation will take place on Wednesday?

I am tabling a Motion to-day.

In reply to the right hon. Gentleman, on Defence Votes it has always been the practice of the House, with few exceptions, to have a general discussion on Vote A during the Committee stage, but provided that there has not been a general Debate in the Committee stage, and if the House so desires it, I see no objection to having such a general Debate on the Report stage. That is for the decision of the House.

Sir Ronald Ross

Does not it leave a very short time for debate of the Service Estimates if the usual practice of having a full Debate on Vote A in Committee is curtailed?

Mr. Attlee

Does it not follow that we would have a wider Debate on the Report stage, instead of being confined, as we are to-day, to small points? Will not the House get a fuller opportunity for a wide Debate?

Sir R. Ross

If the alteration of the practice has the effect that on the Service Estimates a Debate of a fuller nature is possible, I shall be in favour of it; but I trust that it will not be possible to raise questions of foreign policy as a result of the change.

Mr. Speaker

As I understood the right hon. Gentleman, all he wished was that instead of having a general Debate on Vote A in Committee we should have that general Debate on Report. That will mean, of course, that hon. Members will be able to speak only once instead of two or three times.
