May we have a statement from the Prime Minister in regard to the business for the remainder of the week, and how far he proposes to go if the Motion to suspend the Eleven o'Clock Rule is carried?

The Prime Minister

I will answer the second part of the question first. We are proposing to suspend the Eleven o'Clock Rule, in order to obtain the Air Estimates which are on the Paper. In regard to the first part of the question, to-morrow, as already announced, we shall first take the Motion to set up a Select Committee to consider the Civil List. Afterwards, the Second Reading of the Merchant Shipping (Spanish Frontiers Observation) Bill [Lords] will be moved, and we shall then take Vote A of the Air Estimates in Committee.

Thursday: Report stage of the Navy and Army Estimates, and the concluding stages of the Merchant Shipping (Spanish Frontiers Observation) Bill [Lords]. It may be for the convenience of Members if I state now that the Report stage of the Air Estimates will be taken on Monday next.

Friday: The Report stage of the Special Areas Money Resolution will be taken, and, if there is time, we shall consider the Iron and Steel Import Duty Orders, and other Import Orders on the Paper.

Has the Prime Minister observed how late we have to sit, because these Estimates are quite unusual Estimates and the time allowed to discuss them is insufficient? These are entirely exceptional circumstances, and is it not most undesirable that the Debate on Vote A for the Army should be taken at such an extremely late hour as we took last night Vote A for the Air Force?

In regard to the Army Vote, I think it will be found that there will not be as many questions arise as naturally arose on the Air Vote. The Air Vote covers a very wide field. The right hon. Gentleman may have observed that we have made some special provision for that in putting down the Report stage on Vote A as the first Order on Monday. I hope that the difficulties which the hon. Member has envisaged will not arise. I am sure the right hon. Gentleman recognises that we are rather pressed for time and that it is essential that the Estimates become law before we separate for the Easter Recess.

The Debate on the Navy Estimates went very late, we had a long Debate on the Air Estimates and now we have to have a Debate on the Army Estimates which is also going late. It is most undesirable that the House should be asked to take a decision on these matters at a late hour. Is it not possible to postpone Vote A?

The Prime Minister

I think we must see how we get on with these Estimates. The bringing in of these Service Estimates all together does involve a certain strain on the House. I recognise that, and I regret it, but in the circumstances it has been inevitable. I am sure that no one would consider that the time devoted to these Estimates has been at all unreasonable, but it is a little unfortunate that we have had to bring them in on successive days. As I say, however, I am afraid it is inevitable. We must see how we get on.

On a point of Order. In view of the fact that the Air Vote A was not taken in Committee last night, and in view of the congested state of business for to-morrow, would it be possible, Mr. Speaker, in the event of Air Vote A being allowed to go through Committee formally, to take a general Debate on it on the Report stage?

This has been done before, and, owing to the rather exceptional circumstances this year, and the very large increase in the Air Estimates, I am inclined, if the House agrees, to allow a much wider scope than is usual on the Report stage of Vote A.

With regard to the business for Friday, has the Prime Minister considered that, if there is any substantial amount of debate at all on the Report stage of the Special Areas Money Resolution—and I rather imagine that there will be—the time available for the discussion of the Iron and Steel Import Duties Order will be quite inadequate, having regard to the importance of the issue raised by that Order and the dislocation of the industry at the present time; and could he, therefore, give the House an assurance that, whatever Import Duties Orders may be taken on Friday, an occasion will be provided on which the Iron and Steel Order can be thoroughly debated?

I quite appreciate the point that the right hon. Gentleman has raised. These Orders were put down more as a precautionary arrangement; I have no desire to do anything to which the right hon. Gentleman might take exception.

In view of the very serious lack of time, is it not possible to

suspend the Four o'Clock Rule on a Friday?
