§ Mr. MAXTONAre you not calling the proposed new Clause—" Appointment of soldiers' committees to advise soldiers in presenting their wrongs?"
§ The DEPUTY-CHAIRMANI have given careful consideration to that proposed new Clause, and I have looked up the precedents as to the questions that are permissable in the discussions on the Army Annual Bill, and I have come to the conclusion that this is really a matter of administration which should be raised on the Estimates.
