This Measure has been before the House on three occasions already and we feel that our reasons for our opposition have been presented. The Measure is so drawn as to make effective Amendments well nigh impossible and, therefore, we are obliged to persist in our opposition by expressing it in the Lobby. We do not intend to waste the time of the Committee but to take a Division on this Clause and on Clause 2.

The Committee, I am sure, is obliged to the hon. Member for the Don Valley (Mr. T. Williams) for his businesslike procedure, and I can assure him that the Government appreciate it. We fully recognise the necessity for the

Opposition to register their opposition to this Bill.
