§ Mr. T. WILLIAMSThis Measure has been before the House on three occasions already and we feel that our reasons for our opposition have been presented. The Measure is so drawn as to make effective Amendments well nigh impossible and, therefore, we are obliged to persist in our opposition by expressing it in the Lobby. We do not intend to waste the time of the Committee but to take a Division on this Clause and on Clause 2.
