SAMUELThe scheme of reorganisation to which I referred on the 8th of February involves changes in the distribution of the convict population, and a very considerable reduction in the numbers at, Dartmoor, but not the complete closing of any prison. I may mention that since 1914, 29 out of a total of 56 prisons have been closed.
