(6) If on the final count at which only two candidates remain unexcluded there is an equality of votes, that candidate shall he declared elected who has the greater number of first preference votes, but if there is no difference in this respect between the two candidates the returning officer, if a registered elector for the constituency, may give a vote to one of the candidates, and that candidate shall be declared elected.
(7) Nothing in these rules shall require the returning officer to reject as invalid or void for uncertainty any ballot paper which
