HC Deb 09 July 1931 vol 254 cc2276-81
Mr. STANLEY BALDWIN

May I ask the Chancellor of the Exchequer whether he can tell us what the business will be next week, and whether he can let us know to-day what business the Government propose to take before the Adjournment for the Summer Recess?

Mr. P. SNOWDEN

The business for next week will be:

Monday, further stages of the Agricultural Marketing Bill and Isle of Man Customs Bill.

Tuesday, Housing (Rural Authorities) Bill, Committee; British Sugar Industry (Assistance) Bill, Second Reading.

Wednesday, Unemployment Insurance (No. 3) Bill, Committee; British Sugar Industry (Assistance) Bill, Committee.

Thursday, Supply (14th Allotted Day)—the Vote will be announced later; Housing (Rural Authorities) Bill, Report; British Sugar Industry (Assistance) Bill, Third Reading.

Friday, Housing (Rural Authorities) Bill, Third Reading; Improvement of Livestock (Licensing of Bulls) Bill, further stages.

On any day, should time permit, other Orders will be taken.

In reply to the right hon. Gentleman's question about the business for the remainder of this part of the Session, as the Prime Minister indicated last Thursday the Government hope that it will be possible to adjourn on Friday, 31st July, and that the following Measures can be passed into law by that date:

And the following routine or non-contentious Bills:

The Government will ask the House to reassemble in October, but it will not be possible to announce the exact date of reassembly until next week.

Sir K. WOOD

Can the right hon. Gentleman say whether the Housing Bill is available in the Vote Office?

Mr. SNOWDEN

I understand it is.

Commander BELLAIRS

In order to carry that programme, is the suspension of the Eleven o'Clock Rule to become a perpetual Motion, and, if so, would the right hon. Gentleman communicate to the Committee on Procedure the number of times this Motion has been moved?

Mr. SNOWDEN

If the House is to rise on the date mentioned it may, on occasions, be necessary to sit rather late, but I do not think the House will mind that in anticipation of an earlier holiday.

Mr. McSHANE

May I ask whether the Government propose to take the Architects (Registration) Bill, because that is a highly contentious Measure, and will most certainly involve the House sitting all night?

Mr. SNOWDEN

After the Debate in Committee of Supply has been concluded, the Government propose to take the Report stage of the Unemployment Insurance Money Resolution and the Lords' Amendments to the Architects (Registration) Bill.

Mr. McSHANE

Is the right hon. Gentleman aware that there are 13 pages of Amendments to this Bill?

Sir HERBERT SAMUEL

Is the right hon. Gentleman aware that those Amendments are practically all agreed Amendments?

Mr. SNOWDEN

I understand the Amendments are practically all merely drafting Amendments. This Bill, which was originally a Private Member's Bill passed through all its stages in this House, and when it was put down in another place the Government starred it, and the Amendments are approved by the Government.

Sir B. CHADWICK

Is it not the intention of the Government to deal with the Merchant Shipping (Safety Loadline Convention) Bill before we rise for the Summer Recess?

Mr. SNOWDEN

I understand it is necessary that this Bill should be passed as early as possible, and every effort will be made to pass it into law in the early part of the adjourned portion of the Session.

Mr. W. J. BROWN

Are we to assume from the Chancellor of the Exchequer's statement about business to the end of the Session that there is no prospect of the introduction either of a Factories Bill or a Bill to ratify the Washington Eight Hour Day Convention before the House rises?

Mr. SNOWDEN

I think the hon. Member may safely assume that neither of those Bills will be dealt with in this part of the Session.

Mr. BROWN

I am very much obliged.

Major COLFOX

Will anything be done for unemployment?

Motion made, and question put, That, notwithstanding anything in Standing Order No. 15, Business other than the Business of Supply may be taken before Eleven of the clock, and that the Proceedings on Government Business be exempted, at this day's Sitting, from the provisions of the Standing Order (Sittings of the House)."—[Mr. P. Snowden.]

The House divided: Ayes, 230; Noes, 102.
