Transfer of Sums from Road Fund to Exchequer.

Mr. SNOWDEN

I desire to state the line that the Labour Party propose to pursue in regard to these Budget Resolutions and to the business of the House generally. In ordinary circumstances, we should have offered, by Debate and by vote, the most strenuous opposition to these Resolutions, but these are not ordinary circumstances, and our object is that as much time as possible should be at the disposal of the House of Commons to debate, discuss, and consider matters which may arise out of the present deplorable situation. Without in the least prejudicing our position and our attitude on these Budget Resolutions, we do not propose to-day to offer opposition to them in the form of Debate. This is in a sense a preliminary stage to the incorporation of these Resolutions in the Finance Bill. There will be, we hope, ample opportunities in the Committee stage of that Bill for a full discussion on these proposals, and I hope that may take place under happier circumstances. Therefore, the line we propose to pursue to-day is to confine our opposition to registering in the Division Lobby our votes against the various Resolutions.

Mr. LLOYD GEORGE

I have had an opportunity of conferring with some of my colleagues on the decision which I understand is taken by the Labour party, and we are of opinion that it is a wise course to pursue under existing circumstances. We are opposed, and have already indicated our opposition, to some of the proposals put forward by the Chancellor, but the mind of the nation and the mind of Parliament is concentrated upon a very grave matter of urgent public importance. Under these circumstances, it would be very difficult to debate these proposals, however important they are, or to give them the necessary attention. I sincerely trust the Chancellor of the Exchequer will take this into account when, under more favourable conditions, I hope, we shall be discussing the matter later on in the form of the Bill in which he incorporates these Resolutions, and that he will, in so far as it lies with the Government, give full facilities for discussion on the proposals and take into account the fact that we have abstained from discussion on the Resolutions.

The CHANCELLOR of the EXCHEQUER (Mr. Churchill)

I am very glad this view should have been taken by the leaders of the two Opposition parties. There would, I am quite certain, be a sense of great unreality if we attempted to debate these Resolutions when our minds were out of doors. I shall, of course, make it perfectly clear that the opposition is not in the slightest degree diminished, arid that everyone is perfectly free to take a critical part in subsequent debates, without the slightest protest being made at any time that the Resolutions were not previously dissented from. I thoroughly agree that the full discussions which take place on the different stages of the Finance Bill will

enable every one of these matters to be raised and discussed. Consideration must also be given to the fact that this particular stage has definitely been surrendered by the Opposition.
