§ The PRIME MINISTER (Mr.Baldwin)Yes, Sir. To-day we propose to proceed with the Budget Resolutions, and, if the Budget Resolutions should be finished to-night, to-morrow we propose to debate the Regulations under the Emergency Powers Act.
§ Mr. MacDONALDArising out of the last part of the Prime Minister's reply, the basis of the Regulations has been published in a sort of pamphlet, but there are additions, I understand, and amendments that are to be issued from time to time; one has been handed to me to-day. What provision do the Government propose to make so that these amendments and additions should be put before the House of Commons without delay—certainly before they are brought into actual operation?
§ The PRIME MINISTERAll the Regulations that are contemplated will be put on the Paper, and can be debated to-morrow. No Regulation can be imposed without being debated and passed in this House, so the right hon. Gentleman need be under no misapprehension there. In other words, if any other Regulations are imposed besides those which will be on tile Paper to-night, they will have to be laid in a similar way, and will have to be passed by this House within a week.

That on Wednesdays, the 5th, 12th and 19th May, and on Fridays, the 7th, 14th and 21st May, Government business do have precedence.
§ The PRIME MINISTERI think I advised the House yesterday that I should have to move this Motion, which, I regret to say, the Government consider necessary in view of the present crisis. It is obvious that, having had to give. up yesterday to a Debate on the crisis, and having to give to-morrow to the Debate on the Regulations—both necessary and proper in the circumstances—it would be impossible, without taking private Members' time, to get the financial business through as is prescribed, and the Government, although they hope that no further regulations or legislation may be necessary, feel that they must at this time take the precaution of being on the safe side, and ensure that, until Whitsuntide, these limited hours allotted to private Members 209 should be at the disposal of the Government in case of need. That is the reason why I have put down this Motion, which I commend to the consideration of the House.
