§ Mr. TREVELYANIs it not the case that the Circular has, and is intended to have, immediate effect on the policy of the local education authorities, and is it not the case that already a large number of local authority are showing considerable alarm at the prospects?

§ tunity of discussing the matter with the President of the Board of Education before we went further.
