Mr. RAMSAY MacDONALD

May I ask the Prime Minister when the Resolutions on Safeguarding in connection with the Finance Bill are going to appear on the Order Paper?

The PRIME MINISTER

I am afraid I cannot answer at the moment. I have had no notice of the question, and no opportunity of looking up the matter. I think to-morrow.

Mr. MacDONALD

I am sorry I did not give notice of the question, because I assumed that, as we are going to debate it on Wednesday, there would be no doubt as to what the answer would be. Is it possible, in view of the very great importance of the Debate, and the shortness of time, that there will be no further delay?

The PRIME MINISTER

Certainly. While my right hon. Friend will not expect me to carry all these details in my head, I am advised that it is not necessary, or even necessarily usual, to have notice on the Paper. But we will see that they are on the Paper to-morrow.

Major CRAWFURD

May I ask when the Report of the Committee sitting on the proposed tax for the brush industry will be presented?

The PRIME MINISTER

I would ask the hon. and gallant Gentleman to put the question to the Board of Trade. I have no knowledge of it.

Captain BENN

May I ask whether the right hon. Gentleman has considered the request I made that the text of the Attorney-General's speech should be made available to Members for the Debate to-morrow; whether he is aware it is alleged that the Attorney-General infringed the Criminal Evidence Act, and, in these circumstances, would it not be wise for us to have the text?

The PRIME MINISTER

I do not think that is anything to do with the House of Commons.

Captain BENN

Does the right hon. Gentleman consider that we shall be able to debate to-morrow the conduct of this case without having such documents before us?

The PRIME MINISTER

I imagine there has been a very full report in the Press.

Captain BENN

Then is the right hon. Gentleman, on the Attorney-General's behalf, content to rest on press reports?

The PRIME MINISTER

I am not speaking for the Attorney-General at all.

Mr. MacDONALD

Can the Prime Minister now tell us what the business will be for Friday? May I further ask, if he has not made up his mind, whether he will take into account in relation to the business the circular relating to education policy which has given rise to discussion in the country?

The PRIME MINISTER

I hope to be able to announce the business to-morrow or Wednesday, but i hope the House will realise that we have done everything we can in this present short Session to give as much time as possible to debating matters outside those arranged.

Mr. MacDONALD

Has the attention of the Prime Minister been drawn to a statement—whether true or not, I do not know—but a published statement that the intention of the Government was to put the decision into operation before it asked for legislation to support what had been done by administrative action?

The PRIME MINISTER

I have not seen such a statement.

Mr. W. THORNE

Can the right hon. Gentleman make any statement as to when he is going to appoint a Member for Wales upon the Committee sitting to deal with necessitous areas?

The PRIME MINISTER

The necessary instructions have already been given to the proper Department. My hon. Friend might put a question down to that Department.

Mr. HORE-BELISHA

Has the right hon. Gentleman decided to give a day for the discussion of the closing of the dockyards at Rosyth and Pembroke?

The PRIME MINISTER

I think that had better be decided when we see how the business is going by the end of the week.

Mr. ERNEST EVANS

May I ask whether the proposals made in the Circular to which reference has been made will not be put into operation until this House has hart the opportunity of discussing them?

The PRIME MINISTER

They cannot be put into operation until a law has been passed.

Mr. TREVELYAN

Is it not the case that the Circular has, and is intended to have, immediate effect on the policy of the local education authorities, and is it not the case that already a large number of local authority are showing considerable alarm at the prospects?

The PRIME MINISTER

No, I think the Circular was issued in order that the local authorities might have an oppor-

tunity of discussing the matter with the President of the Board of Education before we went further.

Mr. MacDONALD

Then are we to assume from that answer that the question is still open for negotiations and discussion?

The PRIME MINISTER

On details, certainly.
