Commander KENWORTHYasked the President of the Board of Trade whether his attention has been called to the heavy mortality among sea birds around our coasts caused by the presense of large quantities of heavy oil discharged from vessels; and whether he will consider whether it would he possible, either by issuing Regulations for our territorial waters or by appealing to mariners, or by both, to diminish this destruction of bird life?
§ 9. Lieut.-Colonel CAMPIONasked the President of the Board of Trade whether he is aware of the great injury done to wild birds and fish around our coasts owing to the wastage of oil from ships; and whether he proposes to introduce any Regulations to deal with the matter?
§ Mr. BALDWINThe question of the escape of heavy oil has been carefully considered in conjunction with the authorities and interests concerned during the past year, and a Government Bill on the subject, the Oil in Navigable Waters Bill, has been introduced in another place.
§ Lieut.-Commander KENWORTHYIn view of the fact that there must be some delay in getting this admirable legislation passed, will the right hon. Gentleman consider making a public appeal, with his great authority, to avoid this injurious practice? I think that would do some good.
§ Mr. BALDWINI doubt whether that would do much good, but I hope the Bill will get through quickly. It is a non-contentious Bill.
