asked the Financial Secretary to the Treasury whether he is aware that the Civil Service Commissioners do not give reasons for their decision when rejecting candidates examined by an investigating board under paragraphs 36–39 of the Third Interim Report of the Lytton Committee; and whether, in view of the dissatisfaction which this procedure arouses, arrangements can be made whereby the reasons could be obtained by the individuals concerned?

The answer to the first part of the question is in the affirmative. The adoption of the arrangement suggested in the second part is not only impracticable, but would be entirely at variance with the established practice in such matters.
