§ Dr. MACNAMARAYes, Sir. Representations have been made as suggested in the last part of the question. I sent out the directions, which refer only to "free" or uncovenanted benefit, after most careful consideration of the volume 1428 and nature of the obligations which the Insurance Act has to meet. I can best make my purpose clear by sending my hon. Friend, if I may, a copy of a communication I sent out on 8th April.
