asked the Minister of Labour whether he is aware of the hardship caused to many families by the decision of his Department not to allow single men and women to benefit under the six weeks' extension of the Unemployment Insurance Act, Section 3, if they are maintained wholly or mainly by their relatives; and whether he has received representations against this policy?

Yes, Sir. Representations have been made as suggested in the last part of the question. I sent out the directions, which refer only to "free" or uncovenanted benefit, after most careful consideration of the volume and nature of the obligations which the Insurance Act has to meet. I can best make my purpose clear by sending my hon. Friend, if I may, a copy of a communication I sent out on 8th April.
