Mr. HARMSWORTHThese suggestions were embodied in Article 16 of the Third Report of the Economic Commission and accepted by the last plenary session of the Genoa Conference on 19th May. His Majesty's Government has been putting these suggestions in force for some time past as far as this country is concerned.
