§ 77. Mr. J. DAVISONasked the Postmaster-General what arrangements he will make to save from loss those persons who find themselves in possession of stocks of three-halfpenny postcards after the date on which the penny postcard comes into use?
§ Mr. KELLAWAYThe change in the postal rates will not come into effect until the 29th of this month, and I hope in the interval private stocks of three-halfpenny postcards may be exhausted, where they are not still needed for postage abroad. I will consider whether it is possible to devise any means of meeting the difficulty in cases where postcards bearing the higher rate remain on hand after the reduced rate comes into force.
