asked the Under-Secretary of State for Foreign Affairs whether he has any definite information as to the cause of the breakdown of the Russo-Japanese Conference at Darren; and whether the Japanese demanded that the fortifications in the maritime province should be razed?

Pending an official explanation from both parties, I am unable to judge the cause of the break down of the negotiations. So far as I am aware, the answer to the second part of the question is in the negative.
