asked the Secretary of State for War what would be the approximate cost of issuing War medals to those members of the Territorial forces who volunteered for overseas service but who were kept at Home by the orders of the War Office; whether the expense of issuing these medals is the only reason for their not being issued; and, if not, will he say what are the other reasons?

I regret that I am not in a position to answer the first part of this question, as the number of those concerned is not available. The answer to the second part is in the negative. With regard to the third part, I have nothing to add to previous answers given to numerous similar questions asked by the hon. Member.

Mr. THOMSON

Can the hon. Gentleman say how it is that the Government can find money to provide medals for Home Service Special Constables but not for Home Service Territorials?

Sir R. SANDERS

It is a very painful subject. If the hon. Gentleman wants to discuss it, his best way will be to raise it on the Estimates.
