Mr. TREVELYAN THOMSONasked the Secretary of State for War what would be the approximate cost of issuing War medals to those members of the Territorial forces who volunteered for overseas service but who were kept at Home by the orders of the War Office; whether the expense of issuing these medals is the only reason for their not being issued; and, if not, will he say what are the other reasons?
