asked the Secretary for Scotland whether the sum of £2,000 included in the Estimates for 1922–23, in aid of the upkeep of the Advocate's Library, Edinburgh, represents the final decision of the Government at the present time; whether his attention has been called to the fact that this allowance is inadequate in present conditions, and is very much less than the sums which have been voted for some time to similar institutions in Wales and Ireland; and whether, in these circumstances, he is prepared to press for reconsideration of this matter with a view to a more substantial grant being given?

The answer to the first part of the question is in the affirmative. I am aware that larger sums have been voted to the National Libraries of Wales and Ireland, but, under existing financial conditions, I am not prepared to take action on the lines suggested by my hon. Friend. The grant of £2,000 is intended to enable the Faculty of Advocates to tide over the financial difficulties in connection with their library, and I have received no representation to the effect that it is inadequate for this limited purpose.

Having regard to the circumstances of this library in Edinburgh, may we hope for a readjustment of the grant, having regard to the fact that, other countries have had grants a long time, and nothing whatever has so far been allowed to what is becoming a Scottish national institution?

The question of its being a Scottish national institution will arise at a later date. I would ask my hon. Friend to recognise the generosity rather than the frugality of the Chancellor of the Exchequer.
