Mr. WOODI assume that my hon. Friend alludes to the Ordinance dealing with the township franchise referred to in his question of the 11th August last. The assent of the Governor-General was withheld on the advice of his Ministers under the provisions of Section 90 of the South Africa Act, 1909.
