§ The UNDER-SECRETARY of STATE for FOREIGN AFFAIRS (Mr. Cecil Harmsworth)At a Conference in Paris of Representatives of the Successor States, which is now deliberating on the payment of an allowance to the Ex-Emperor, the question was raised whether the Principal Allied Powers would contribute. His Majesty's Ambassador in Paris was instructed to make it clear that His Majesty's Government have no intention of bearing any share of the expense.
